Generally, it is a good thing to have a low rage value, this means that your gladiator will become more dangerous faster. So you would want to play this card on your opponent's gladiators. That way, you don't have to worry about raging effects as much because they take longer to activate. Also, with this card you can extend the life of "While Not Raging" effects and turn off "While Raging" effects. For example, you want your Bull's Eye on Level 2 to be not raging in order to use his stinger ability. And you don't want your opponent's Freakshow on Level 2 to be raging--that way, you shut off his Mad Rush ability.
For 1 CP it is handy and versatile enough to keep in any Arsenal able to carry mystic disciplines.
